UTEF Execution Workflow
From current-state reality to governed execution and measurable value
UTEF follows a practical engagement workflow that helps utilities diagnose, align, design, mobilize, and assure transformation programs.
This workflow can be used for a complete transformation program or for focused initiatives such as ADMS readiness, DERMS rollout, digital twin execution, cybersecurity gate readiness, control center modernization, data readiness, or RFP preparation.
Phase 1
Diagnose
Objective: Create a fact-based baseline.
Activities: Assess current grid constraints, systems, data, models, governance, cyber readiness, investment readiness, and organizational capability.
Key questions: What is the current reality? Where are the major constraints? Which systems and data are not ready? Where is governance weak? Which risks could block execution?
Outputs: Current-state baseline; maturity assessment; pain-point map; readiness snapshot; constraints register; initial recommendations.
Phase 2
Align
Objective: Create leadership and functional alignment.
Activities: Define transformation purpose, strategic outcomes, decision rights, priority use cases, success criteria, and governance principles.
Key questions: Why are we transforming? What outcomes matter most? Who owns the decisions? Which use cases should lead? What should not be compromised?
Outputs: Executive transition mandate; use-case prioritization; decision-rights model; governance charter; success criteria.
Phase 3
Design
Objective: Translate alignment into architecture, investment logic, and delivery structure.
Activities: Develop target architecture, roadmap, operating model, investment case, cyber gates, data governance, model-management approach, and benefits measurement logic.
Key questions: What architecture is required? What must be built first? What should be bought, built, or integrated? How should the investment be justified? How will value be measured?
Outputs: Target architecture roadmap; investment case; operating model; data and model governance approach; cyber gate model; benefits logic.
Phase 4
Mobilize
Objective: Prepare implementation.
Activities: Define workstreams, program structure, procurement input, RFP requirements, vendor evaluation criteria, pilot scope, risk controls, and acceptance criteria.
Key questions: How should execution be organized? What should go into the RFP? How should vendors be evaluated? What are the implementation risks? What does acceptance look like?
Outputs: Program charter; RFP input pack; vendor evaluation model; workstream plan; risk register; acceptance criteria; executive dashboard.
Phase 5
Assure
Objective: Control execution and track value.
Activities: Support program governance, milestone review, risk management, cyber evidence tracking, architecture compliance, vendor progress review, adoption, and benefits realization.
Key questions: Is the program on track? Are risks being resolved? Are benefits being measured? Are users adopting the capability? Is the utility building internal ownership?
Outputs: Delivery assurance reports; benefits scorecard; cyber evidence review; executive progress dashboard; lessons learned; improvement backlog.

Executive Alignment
Defines strategic drivers, business outcomes, scope, sponsorship, and success criteria.
Workshop 2
Grid Reality and Pain Points
Identifies operational, planning, reliability, resilience, DER, asset, outage, and control-room constraints.
Workshop 3
Use-Case Prioritization
Builds a use-case catalogue and prioritizes opportunities by value, feasibility, urgency, and readiness.
Workshop 4
Data, Model, and Architecture Readiness
Assesses system landscape, integration gaps, model readiness, data quality, source-of-truth issues, and architecture implications.
Workshop 5
Governance, Investment, and Risk
Defines decision rights, investment logic, cyber gates, procurement implications, and regulatory evidence needs.
Workshop 6
Roadmap and Mobilization
Creates the execution roadmap, workstreams, RFP inputs, acceptance criteria, benefits scorecard, and implementation controls.
